Indian diplomat Anupama Singh at UNHRC called Pakistan a “Frankenstein state” and accused Islamabad of using terrorism as state policy.

Indian diplomat Anupama Singh has come into the spotlight after delivering a strong rebuttal to Pakistan at the 62nd Session of the United Nations Human Rights Council (UNHRC), where she described Pakistan as a “Frankenstein state” that was facing the consequences of its own policies on terrorism.
Representing India as the First Secretary at India’s Permanent Mission to the United Nations in Geneva, Singh exercised India’s right of reply during an Interactive Dialogue on the UN High Commissioner’s annual report. Rejecting Pakistan’s allegations against India, she criticised Islamabad’s repeated attempts to internationalise the Jammu and Kashmir issue and accused it of nurturing terrorism as a state policy.
“This is the country where the sitting Defence Minister boasts of hosting, training and deploying terrorists as a state policy, and yet Pakistan calls itself a victim of terrorism,” Singh said. “It is a living example of a Frankenstein state, which is shocked when its own monster bites back.”
Who Is Anupama Singh?
Anupama Singh is a career diplomat from the Indian Foreign Service (IFS) with more than a decade of experience in diplomacy and international affairs.
She joined the IFS after completing her training at the Lal Bahadur Shastri National Academy of Administration in 2014. Before entering the civil services, Singh worked with KPMG for over two years, serving as a Consultant and later as a Senior Consultant between 2012 and 2014.
Academically, Singh has a strong background in finance, management and technology. She earned an MBA in Finance from the Faculty of Management Studies (FMS), University of Delhi, and holds a B.Tech degree in Computer Science and Engineering from Maulana Azad National Institute of Technology (MANIT).
She also pursued the Chartered Financial Analyst (CFA) programme between 2008 and 2011, focusing on corporate finance, valuation and portfolio management.
According to her profile on X, Singh has a keen interest in economics, science and technology, as well as art, culture and literature.
While Indian diplomats frequently engage in sharp exchanges with Pakistan at international forums, Singh’s “Frankenstein state” remark drew significant attention for its strong wording. Her intervention came as India once again rejected Pakistan’s criticism and reiterated its position on terrorism and Jammu and Kashmir at the UN forum.
